		<description>Can you indicate cases involving investments in countries where the land tenure standards have changed and  as a result of these changes the foreing investors have lost their investments and government agency has to bear the risk of its own ambiguity (and that the risk of ambiguity requires that an investor could reasonably take comfort from a state assurance)?</description>
